Toby Youngs is principal of AF Palmer Elementary School and director of physical education in the Windsor Central School District. He previously served as an associate middle school principal and an assistant high school principal.

Toby Youngs

Toby Youngs is principal of AF Palmer Elementary School and director of physical education in the Windsor Central School District. With more than 15 years of educational experience, he previously served as an associate middle school principal and an assistant high school principal where he focused on building systems to support learning for all students.

Since the implementation of professional learning communities (PLCs) at Windsor Central School District in 2006, Toby has been instrumental in establishing and refining the PLC process. Under his leadership as principal, AF Palmer Elementary School has been named a Model PLC and a Project Lead the Way Distinguished School. Much of the work that Toby leads today revolves around the four essential questions of a PLC and RTI at both the building and district levels.

Toby has been trained as a PLC coach and is a graduate of the Southern Tier Leadership Academy. He also served as a project director for Windsor Central School District where he collaborated with Education Resource Strategies and the New York State Education Department to conduct a yearlong resource allocation study.

Toby received a bachelor’s degree in physical education from SUNY Cortland, a master’s degree in health education, and a certificate of advanced study in school building leadership and school district leadership.
